We believe that cooperation of industry associations is very important for the successful development of RES in Poland, therefore we have enjoyed the invitation of the Polish Wind Energy Association and we invite you to actively participate in this important event for the Polish RES industry.
Due to the increasingly frequent refusals to determine the conditions of building and land development for PV installations, which potentially pose a serious threat to the further development of this technology in Poland, the Association has decided to send a position paper to competent public administration authorities.
There are some doubts in the case law of certain local self-government bodies whether concerning the provisions of the Act of 14 September 2018 on Spatial Planning and Development to qualify the PV installations as technical infrastructure devices, or as building objects. Classifying farms as building objects will significantly extend the procedure for obtaining a building permit, and as a result, in some cases, practically block the projects. The persistence of the described situation threatens development of the entire Polish PV sector.
In the PPA opinion, existing regulations and judiciary case law allow to state with certainty that the investment consisting in the construction of onshore PV installation is a technical infrastructure device constituting construction objects being structures constituting a technical and utilitarian whole with installations and devices.
On 12 June in Serock, during the 14th PWEA Conference, the RE-Source Poland Hub was established It is a foundation aiming to enable the implementation of large-scale wind and solar projects in Poland without public support, based on long-term corporate agreements energy sales (corporate PPAs). The Polish Photovoltaic Association is one of its founders.
The Polish RE-Source Hub will be a platform connecting green energy producers and its corporate customers as well as other entities whose engagement is necessary for corporate PPAs to be concluded in a way that secures the interests of all parties – ie, banks.
The Foundation will apply to decision-makers and administrative bodies, making efforts to eliminate barriers that today hinder the dynamic development of RES based on the corporate PPAs formula. These include, among others, issues related to access to the transmission network, but above all administrative restrictions on the development of wind and solar projects that investors must face.
The signatures of the Act establishing RE-Source Poland Hub were made by domestic and foreign players, including: PGE Energia Odnawialna, Vestas, IKEA and Enefit.
The Polish Photovoltaic Association has become a member of SolarPower Europe, the largest non-governmental organization in Europe bringing together entities from the photovoltaic industry. There is over 200 members from 35 countries. The main area of SolarPower Europe’s activity is influencing the decision-making process of the European Union in order to provide favorable conditions for the development of photovoltaics in Europe. Thanks to our membership in this organization, the voice of the Polish solar sector will be better heard in Brussels.
