Minister of Development and Technology Waldemar Buda has announced a new program encouraging investment in RES. It is a tenant prosumer for housing cooperatives and communities – it will allow to recover 100% of the value of the energy transferred to the energy system and receive 50% of the subsidy for the installation.

As the Minister explains, the manager of a multi-unit building will be able to invest in a larger installation than is needed for the common part, and self-consumption will only apply to the common part. All energy fed into the grid will be billed monthly with the seller at wholesale prices and credited to the owner’s account.

The new program will also offer co-financing for 50% of RES installations. The grant will cover: purchase, assembly or construction of a new renewable energy source installation or modernization of the installation, as a result of which the installed capacity of the installation will increase by at least 25%. Co-financing will also cover supporting installations – energy storage, heat pumps.

Applications for co-financing can be submitted from February 1, 2023 to Bank Gospodarstwa Krajowego.

Out of seven RES auctions held in December, only three have been settled, informs the Energy Regulatory Office.

As part of this year’s auctions, slightly more than 34 TWh of electricity from renewable sources with a total value of over PLN 14.3 billion was allocated for sale, but as a result of their settlement, only about 8.5 TWh (25%) of electricity with a value of less than PLN 2.5 billion (17%). Out of all the winning bids (204), more than 96% are solar installations (197), the other winners are wind installations (5) and hydroelectric installations (2).

Basket for installations up to 1 MW

In the auction for PV and wind installations not larger than 1 MW, all bids were submitted by entrepreneurs investing in photovoltaic installations. The reference price for photovoltaic projects in this basket was PLN 375/MWh (no electricity producers in wind farms joined the auction). The minimum price at which energy was sold was PLN 244.77/MWh. The maximum price at which energy was sold was PLN 327.73/MWh. As a result of this auction, photovoltaic installations with a total installed capacity of approx. 150 MW may be built.

Basket for installations above 1 MW

The reference price in this basket was PLN 355/MWh for solar power plants and PLN 295/MWh for wind power plants. The minimum price at which energy was sold was PLN 150/MWh for onshore wind farms and PLN 236.77/MWh for photovoltaic power plants, respectively. As a result of this auction, photovoltaic installations with a total installed capacity of approx. 336 MW and onshore wind farms with a total capacity of approx. 245 MW may be built.

European Commission together with industrial actors, research institutes, associations and other relevant parties launched the European Solar PV Industry Alliance.


The alliance will help mitigating supply risk by securing diversification of supplies through more diverse imports and scaled up solar PV manufacturing of innovative and sustainable solar PVs in the EU. In a joint statement, the Commission and signatories of the Alliance set out the immediate priorities for 2023.

Boosting domestic manufacturing capacity will be key for the EU to reach the REPowerEU objectives of over 320 GW of newly installed solar photovoltaic capacity by 2025, and almost 600 GW by 2030.

The new Alliance has endorsed the objective of reaching 30 GW of European manufacturing capacity by 2025, across the entire value chain. Reaching this objective would deliver €60 billion of new GDP per year in Europe and the creation of more than 400,000 new jobs.

The Alliance will also offer policy inputs to reduce Europe’s risk of supply and support domestic industry.

The European Commission has proposed a new temporary emergency regulation to accelerate the deployment of renewable energy sources. Under the proposal, renewable energy plants would be presumed to be of overriding public interest. This would allow new permitting procedures to benefit with immediate effect from a simplified assessment for specific derogations foreseen in EU environmental legislation.

The Commission proposed a maximum deadline of one month for the permitting process for solar energy equipment and its co-located storage and grid connections when it is not installed on natural ground. The proposed Council Regulation also exempts these installations from the need to carry out certain environmental assessments. Introducing the concept of ‘positive administrative silence’ in the relevant permit-granting procedures aims to promote and accelerate the deployment of small-scale installations.

On November 4, the regulation of the Minister of Climate and Environment on the reference price of electricity from renewable energy sources and the periods applicable to producers who won auctions was published (Journal of Laws of 2022, item 2247). The regulation entered into force on the day following the date of its announcement.

The regulation specifies: the maximum price in PLN per 1 MWh for which electricity from renewable energy sources may be sold by the producers in an auction, called the “reference price”, and the period during which the obligation to purchase is applicable pursuant to Art. 92 sec. 1 of the Act, and the period in which the right to cover the negative balance referred to in Art. 92 sec. 5 of the Act, in relation to energy generated in renewable energy source installations, to which the producers referred to in Art. 72 sec. 1 of the Act, applicable to producers who win the auction in a given year.

The set reference price levels are to ensure the possibility of conducting auctions for the sale of electricity from renewable energy sources still in 2022. They are also the basis for calculating the so-called fixed purchase prices.

According to Art. 70e of the Act, the fixed purchase prices are as follows:

The published regulation provides for an increase in reference prices for all types of installations from 10% to over 25% in relation to the previously set prices. For PV installations up to 1 MW, the price was set at PLN 375 per MWh. For PV installations above 1 MW – PLN 355 per MWh.

On the other hand, the period during which the obligation to purchase pursuant to Art. 92 sec. 1 of the Act, and the period in which the right to cover the negative balance referred to in Art. 92 sec. 5 of the Act, in relation to energy generated in renewable energy source installations, to which the producers referred to in Art. 72 sec. 1 of the Act, applicable to producers who win the auction in a given year, has been set at 15 years.

The President of the Energy Regulatory Office announced the dates of this year’s RES auctions.

The auction for PV installations with an installed capacity of up to 1 MW will take place on December 8, 2022, while the auction for installations above 1 MW of installed capacity will take place on December 9, 2022. Only new projects within the meaning of Art. 71 sec. 2 of the RES Act. can participate.

At the end of August this year, more than 20 GW of renewable energy was installed, of which more than half – 11,036 GW – in PV installations. In total, renewable energy sources already constitute 1/3 of all generation sources, according to the data of the Energy Market Agency (Agencja Rynku Enegii – ARE).

Year-on-year, photovoltaics recorded an over 80% increase in power – from 5.988 GW in August 2021 to 11.038 GW in August this year. Overall, the installed capacity in renewable energy increased to 20,921 GW.

The number of renewable energy prosumers at the end of August this year was 1,132,259, of which 1,131,973 had PV installations.

On September 20, 2022, the first meeting of the intersectoral expert council appointed by the Reform Institute took place. PSF was honored to be among the members of this think tank.

The key area of activity of the expert council is the construction of a climate-neutral economy in Poland. This task will be carried out thanks to the integration of various perspectives on renewable energy, represented by entities specializing in other RES.

Analytical work of the Council may be important in implementing the European Fit for 55 initiative and in developing specific instruments to support “green industry”.

Towarowa Giełda Energii (TGE) is introducing two new monthly indices for the RES sector (TGeONSHOREm and TGePVm) based on standardised profiles of electricity production from onshore wind and photovoltaic sources in Poland. “This is first, very important step towards developing solutions that will make it easier for RES generators and energy consumers to conclude cPPAs” said Irena Gajewska from the Polish Photovoltaic Association.

In parallel, the Exchange will publish monthly indices: TGeBASEm, corresponding to the arithmetic average of the volume-weighted average hourly prices on the DAM, and TGeBASE_WAvg, corresponding to the volume-weighted average monthly price on the DAM.

With the newly defined indices, TGE not only will be able to expand the scope of published information, in line with market participants’ expectations, but also to provide a formal framework for monthly price indices based on the Day-Ahead Market.

The introduction of the new indices was one of the recommendations of last year’s report of the Jagiellonian Institute “Directions of the exchange market development for the RES sector”. The publication indicates a number of solutions, the implementation of which is led by the Working Group for RES Exchange Market Development, established in July 2021 and composed of the representatives of the TGE Group, financial institutions, energy sector and public administration. These experts have been tasked with the development of the new tools. 

At present, the DAM daily indices published by the TGE still have informative value but in the context of the ongoing energy transition and the growing share of renewables, in particular wind and PV, new solutions adapted to the needs of market participants should be sought. For this reason, we are introducing an instrument to compare data over time, taking into account the specifics of the RES sector. The Exchange strives to meet market expectations and green energy has been our primary focus in recent years” said Piotr Listwoń, Vice-President of the Management Board of TGE.

The most important step in the implementation of the new indices concerned the creation of solutions based on standard profiles which were pre-defined according to the expected hourly production in an average day of a given month, and used to derive a corresponding price index. This issue was addressed together with the Polish Wind Energy Association and the Polish Photovoltaics Association, 

In view of the major change taking place in the energy market, the price indices for wind and photovoltaic power will play a key role. This will be the first step, a relatively simple one, as it is implemented based on well-known exchange mechanisms. In the subsequent stages, TGE will certainly set out to standardise cPPAs so that they can be traded at the exchange in one way or another. Such measures will lead to the creation and standardisation of mechanisms supporting the RES market in Poland, which is essential for the dynamic development of renewable sources of cheap and clean energy” said Janusz Gajowiecki, President of the Polish Wind Energy Association.

The indices will be prepared for each delivery month or trading month (depending on the index), together with historical data from January 2021 onwards. Each index will be published on www.tge.pl by the third business day of the following month.

“Photovoltaics and onshore wind keep wholesale electricity prices down. With the development of incremental RES capacity, the impact on the power market will increase, which is why we support the TGE’s efforts to introduce instruments dedicated to the RES sector. Price indices for electricity from wind and photovoltaic sources are the first, very important step towards developing solutions that will make it easier for RES generators and energy consumers to conclude cPPAs” said Irena Gajewska from the Polish Photovoltaic Association.

Irrespective of the transformation of the Polish power sector and the significance of RES indices, we also draw attention to the possibility of using TGeBASEm and TGeBASE_WAvg indices in the activities of the broad community of current market participants and trading companies involved with spot electricity markets.

The Ministry of Climate and Environment submitted for consultation a the draft regulation of the Minister of Climate and Environment on the reference price of electricity from renewable energy sources and the periods applicable to producers who won auctions in a given year

The ministry proposed higher reference prices, incl. for wind energy and biogas. The prices for photovoltaics remain unchanged: for installations with an installed capacity of up to 1 MW – PLN 340 / MWh, and for installations with an installed capacity of over 1 MW – PLN 320 / MWh.

After agreeing with the Member Companies, the Polish Photovoltaics Association will submit comments to the project to the Ministry.
