In this year’s auctions, 75.9 TWh of green energy was offered for sale, with a maximum total value of just over PLN 31 billion. However, in the two concluded auctions, a total of over 16 TWh (21%) of electricity was contracted, worth just under PLN 5 billion (16%), the Energy Regulatory Office (URE) reports. All auctions were dedicated to new installations. Among the 129 winning bids, as in previous years, photovoltaic installations clearly dominated (126), while the remaining winners were wind installations (3).
The auction that attracted the greatest interest—just like in 2024—was the one dedicated to photovoltaic and wind installations with a capacity greater than 1 MW. A total of 73 producers participated, submitting 98 bids. The vast majority of bids (95) came from investors in photovoltaic installations. The reference price in this basket was PLN 389/MWh for solar power plants and PLN 324/MWh for wind farms. The lowest winning price was PLN 100/MWh for onshore wind farms and PLN 216.90/MWh for solar plants, while the highest prices reached PLN 320.00/MWh and PLN 329.68/MWh, respectively.
In the second concluded auction this year—dedicated to wind and photovoltaic projects with a capacity not exceeding 1 MW—the winning bids covered installations with a total installed capacity of approximately 47.7 MW. A total of 33 producers participated, submitting 83 bids, all for photovoltaic installations only. The reference price for PV projects in this basket was PLN 414/MWh. The lowest winning price was PLN 314.77/MWh, and the highest was PLN 374.77/MWh.

Mounting systems for photovoltaic panels play a crucial role in building a resilient and flexible energy system.
The document published by SolarPower Europe in early July presents an up-to-date picture of the European PV mounting systems sector and includes concrete recommendations to support the development of this strategic industry.
Over 40 Companies and a Strong Manufacturing Base in Europe
According to the report, more than 40 active companies in Europe are engaged in producing mounting structures for PV installations. These include a wide range of solutions – from rooftop and ground-mounted systems to façade structures and more advanced applications such as Agri-PV and solar carports.
European manufacturers cover a significant portion of local demand, but they still face pressure from low-cost imports from outside the continent. This highlights the growing importance of regulations that support domestic industry.
Trackers vs. Fixed-Tilt – How Mounting Design Impacts Grid Flexibility
Mounting systems are generally divided into two main types: fixed-tilt systems and trackers, which allow panels to follow the sun’s movement. For large-scale ground-mounted installations in Europe, around half already use tracking technology.
Trackers improve installation efficiency and shift the PV production peak to later hours of the day. In practice, this results in reduced stress on the grid during peak demand and a higher market value of the energy produced – up to 30% more (€ per MWh) compared to fixed-tilt systems.
Lack of Standards and Legal Gaps? Time for Change
The authors of the report point out that despite the strategic importance of mounting systems, European law and industrial policy are not keeping pace with the sector’s needs. A key example is the EU’s Net-Zero Industry Act (NZIA), which currently focuses almost exclusively on trackers, largely overlooking fixed-tilt systems. This narrow definition may discourage investors and manufacturers working with other technologies.
The report outlines three key recommendations:

The Polish Photovoltaics Association (PSF) submitted a request to the Minister of Climate and Environment for an amendment to the government’s deregulation bill concerning the energy sector. The proposed amendment involves adding Article 184p to the Renewable Energy Sources Act and aims to allow producers of electricity from photovoltaic installations an alternative method for settling negative balance payments under the RES auction system.
The proposed change would enable solar energy producers (who won auctions and are entitled to negative balance payments) to settle according to new rules—provided they limit the power fed into the grid to no more than 50% of their installed capacity. The goal is to reduce strain on the power grid during peak PV generation hours and to avoid costly redispatching interventions.
The new settlement option would be available for a maximum of 12 months, and no later than December 31, 2027. Only producers who voluntarily apply would be eligible, and the right to this special settlement may be suspended if conditions are not met.
The amendment is justified by the issue of significantly lower electricity prices during periods of high PV generation (from March to October), which negatively affects the profitability of photovoltaic projects. The aim is to restore investment viability for PV projects that have won auctions but whose construction has been delayed or halted due to economic concerns.

The President of the Energy Regulatory Office has announced RES auctions, which will take place between July 1st and 9th, 2025.
Two auctions are planned for photovoltaic installations:
- Photovoltaic installations up to 1 MW: The auction will be held on July 7th, and the value of energy intended for sale is PLN 3.825 billion. The reference price is PLN 414/MWh.
- Photovoltaic installations above 1 MW: The auction will be held on July 9th, and the value of energy intended for sale is PLN 8.85 billion. The reference price is PLN 389/MWh.

“Shutdowns and negative prices are currently the industry’s biggest challenges. But we have a plan to address these issues. We are working to increase the efficiency of PV sources and have no intention of slowing their development. Photovoltaics is—and will remain—one of the cheapest energy sources. It is a national asset in our energy sector,” said Paulina Hennig-Kloska while opening the 6th PV Environmental Congress. She also assured that “the government is fully aware of the challenges and is working on solutions.”
Although the photovoltaic sector is developing dynamically, it faces serious infrastructure barriers. The main issues include limited grid connection capacity, overloaded power networks, and forced PV shutdowns. As noted by Professor Jerzy Buzek:
“30–40 percent of available capacity is being wasted—the grid doesn’t accept it, or installations are being shut down. We need modern infrastructure so that photovoltaics—and wind power—can genuinely strengthen our energy security.”
The main theme of this year’s Congress was the impact of geopolitics on Europe’s energy security. During debates and expert panels, participants unanimously emphasized that solar energy is becoming a key pillar of the continent’s energy security. Photovoltaics—as the fastest-growing RES sector both in Poland and across the European Union—is playing an increasingly important role in reducing Europe’s dependence on fossil fuel imports, thereby boosting its economic resilience.
“Energy transition will not happen without photovoltaics. This is a technology that is already changing the way we produce and consume energy. The future belongs to renewables, and photovoltaics will be the foundation of a safe, democratic, and green energy system in Europe,” said Ewa Magiera, President of the Polish Photovoltaics Association.
The Polish Photovoltaics Association has submitted its proposals regarding the deregulation of economic and administrative law to Rafał Brzoska’s “SprawdzaMY” team. Among PSF’s legislative proposals are: simplification of grid connection procedures, clarification of the definition of self-consumption, enabling investments in AgroPV, and streamlining the investment process.
In the context of deregulating economic and administrative law, we have submitted a number of specific legislative proposals, including:

✅ 4. Parallel environmental and planning procedures: Removing unnecessary barriers that hinder efficient administrative processes
✅ 5. Simplifying grid connection: Significantly reducing bureaucracy in connecting photovoltaics
