The Ministry of Climate and Environment has submitted for consideration by the Council of Ministers a draft update of the National Energy and Climate Plan (NECP). The document sets new, more ambitious targets for the development of renewable energy sources, particularly photovoltaics, which for years has been one of the fastest-growing RES sectors in Poland.

Higher PV capacity targets
In the WAM (with additional measures) scenario, it is assumed that the installed capacity in photovoltaics will increase to:

  • 31.7 GW in 2030 (previously 29 GW),

  • 51.2 GW in 2040 (previously 46.2 GW).

Key assumptions for the PV sector
The NECP draft emphasizes that in the years 2021–2040, projected investment outlays in photovoltaics will amount to around €42 billion. The main driver of sector growth remains prosumer installations, whose dynamic development is fueled by falling technology costs. It is expected that the share of solar energy in the renewable energy mix will rise from 7.1% in 2020 to 26.3% in 2030. Poland is already among the European leaders—in 2022 it ranked 4th in the EU in terms of newly installed PV capacity (4.9 GW). At the same time, the document points to significant challenges, primarily in the area of grid infrastructure, which in its current state severely limits the connection of new RES sources and requires urgent investments.
